<br />City Council Study Session -10/16/06 <br />Minutes - Page 5 <br /> <br />private funding partners as well for ongomg support and <br />development of the regional facility. <br /> <br />Councilmember Maschka noted several upcoming fundraising <br />events sponsored by the OVAL Foundation. Councilmember <br />Maschka opined that the facility had been identified as a regional <br />facility during the 2006 legislative session, and that momentum <br />needed to be continually built upon. <br /> <br />Staff was directed to continue pursuing options, including <br />bonding in future years, and to explore whether regional <br />opportunities existed. <br /> <br />Transportation Issues <br />Mr. Miller reviewed 2007 transportation legislative issues, as <br />outlined in a memorandum from Public Works Director Duane <br />Schwartz dated October 9, 2006. Those issues included the gas <br />tax increase; motor vehicle registration tax; street utility funding; <br />and wheelage tax. Mr. Miller sought direction from the City <br />Council as to whether staff should continue framing this up from <br />a local benefit perspective and return to future meetings with <br />additional information; or designate a show of support by <br />resolution to forward to the League of Minnesota Cities (LMC) <br />for their ongoing lobbying. <br /> <br />Councilmember Ihlan opined a "wait and see" approach to see <br />what proposals came forward from the upcoming legislative <br />session; and which of those initiatives would be appropriate for <br />the City to support by resolution. <br /> <br />Councilmember Pust questioned how to show benefit to <br />Roseville citizens, when they seemed to be state level issues; and <br />questioned the level of city staff time rather than state-wide <br />associations. <br /> <br />Staff was directed to continue monitoring the legislative issues <br />related to transportation at this time, and to bring any additional <br />information to the City Council when changes occurred at the <br />state level; but to not expend additional staff time. <br />
