<br />City Council Study Sessiou -10/16/06 <br />Miuutes - Page 4 <br /> <br />Mr. Miller reviewed a memorandum from Parks and Recreation <br />Director Lonnie Brokke dated October 16, 2006, regarding <br />continuing discussions and defining options with the State of <br />Minnesota regarding partnerships with the Guidant John Rose <br />Minnesota OVAL. Mr. Brokke reviewed the past partnership <br />with the state, and proposals for continuing the partnership. Mr. <br />Brokke noted that this was an off-bonding year, but sought <br />consideration to continue determining financial resources and <br />budget appropriations, possibly through inclusion in the State's <br />operating budget. <br /> <br />Mr. Miller sought Council direction as to staff's involvement in <br />seeking additional regional funding. <br /> <br />Discussion included the political climate and ongoing budget <br />cuts agency and state-wide; and banding together with other <br />regional sports facilities for additional clout. <br /> <br />Councilmember Pust spoke in support of seeking regional <br />funding and regional staffing support, rather than use of the <br />City's staff to pursue additional funding, possibly through the <br />Metropolitan Council, suggesting contact with Ms. Kris Sanda, <br />our representative; rather than through other agencies that are <br />cutting their own budgets. <br /> <br />Mayor Klausing questioned if the City were willing to cede their <br />control of the facility to another agency if they assumed funding <br />needs. <br /> <br />Mr. Miller noted the need to have those conversations before <br />those determinations can be made, noting very preliminary <br />discussions with the Metropolitan Sports Facilities Commission <br />to-date, and possibly incorporating the OVAL into their annual <br />budget request, while still retaining local control. <br /> <br />Mayor Klausing supported continued discussion, even though a <br />non-bonding year, as the first step in a multi-step process. <br /> <br />Councilmember Pust suggested discussions with the private <br />sector and businesses using the facility, as a united front to <br />present to the legislature; while continuing discussions with <br />
