<br />City Council Study Session - 10/16/06 <br />Minutes - Page 7 <br /> <br />with incredible staffing and equipment issues and requirements. <br /> <br />Councilmember Ihlan opined that, prior to pursuing legislation, <br />the City had work to do to determine if such a proposal for in- <br />house ambulance service was a good thing for the city of <br />Roseville; and that other options were available beyond special <br />legislation and opting out of the service area. Councilmember <br />Ihlan spoke in support of reviewing the situation, but that <br />seeking special legislation would be a last resort. <br /> <br />Councilmember Pust suggested using the base line data compiled <br />in the past. Councilmember Pust suggested that the Council <br />needed to conduct a neutral analysis, rather than depending on <br />various "community camps" for accurate data and to determine if <br />there is a problem and if change is prudent. Councilmember Pust <br />suggested that, over the next year whether through a Task Force <br />or Subcommittee, the issue be reviewed, looking to whether <br />there is a need to change how it currently works, and options to <br />fix the problem if there is one. <br /> <br />Staff was directed to provide Councilmembers with the data <br />collected two years ago when this issue was previously studied. <br /> <br />4. Receive a Report from Eureka Recycling on Weekly Eureka Recycling <br />Collection Weekly Collection <br />Recycling Coordinator Tim Pratt addressed additional <br />information requested at the Council's October 9, 2006 regular <br />meeting related to revenue sharing; per household monthly costs; <br />and calculations of those costs and estimated revenue sharing. <br /> <br />Alex Danovich, Eureka Recycling <br />Mr. Danovich addressed routes, drive-by times, and collection <br />frequencies and human nature in utilizing weekly collection. <br /> <br />Councilmember Maschka sought clarification on the revenue <br />sharing projections, and use of $44,000 for increasing collection <br />frequency. <br /> <br />Discussion included environmental benefits of weekly <br />collections; increased convenience for residents; incentives in the <br />manufacturing process for weekly collection; use of revenue <br />
