<br />City Council Study Session - 10/16/06 <br />Minutes - Page 8 <br /> <br />sharing to alleviate future rate increases and expansion of <br />services or a combination of the two to avoid rate increases to <br />Roseville taxpayers; unpredictability of a guaranteed revenue <br />share based on world market conditions; and projected increased <br />material collection with a weekly pick up. <br /> <br />Ms. Susan Hubbard, CEO and President of Eureka Recycling, <br />introduced a new packaging collectible, utilized juice and milk <br />boxes, and the growing market for recycling these materials. <br />Ms. Hubbard noted the agreement with Tetrapak, the <br />manufacturer, to add this material to recycling programs in this <br />area in January of 2007, with significant educational materials <br />provided for public awareness. <br /> <br />Ms. Hubbard noted that the City of Roseville had a higher <br />participation rate and collection than other communities; and <br />sought City Council input as to their interest in pursuing this <br />material for collection, at an additional cost estimated at $5,500 <br />per year. <br /> <br />Discussion included the need for Council decision by the <br />beginning of November to facilitate printing of informational <br />brochures. <br /> <br />Council consensus was to direct staff and Eureka to put the <br />materials together for Council discussion and consideration at <br />their upcoming meeting. <br /> <br />Additional discussion included used computer equipment and <br />private disposal companies (Asset Recovery and Resource <br />Recovery) collecting the materials at a cost due to lead <br />components, with information available on the City's web site or <br />by calling the City. <br /> <br />Ms. Hubbard encouraged residents, if the computers are still <br />working and operating on a Windows-based system, to consider <br />listing them on the free-market web site, an internet-based <br />exchange program of metropolitan area residents, open to anyone <br />in the area, for posting needs and/or items available, with easy <br />access and a secure site at www.twincitiesfreemarket.org. or by <br />linking with the Eureka or City websites. <br />
