The City has only a few, short, sections of city streets that have not been reconstructed as part of the
city pavement management program. I believe that everyone should be treated the same where
possible, therefore, when these remaining streets are improved:
All properties that abut roads pay on an assessable front basis 250/0 of the
cost for a 32 foot wide with concrete curb and for that of the

Fund reserve of
in interest These
almost all of our have
no assessments are needed for these
that abut any road pay no assessment for any additional

reserve
are used to
and there are

Current MSA roadway assessment policy states:
" RI and R2 properties pay no assessment for roadway improvements.
" Tax exempt properties pay on an assessable front footage basis 100% of the cost for a 7-ton
roadway based upon the cost for that segment of the entire project.
" All others properties are assessed on an assessable at 100% for the specific type
of roadway they abut.

I do not believe this is treating all abutting properties the same. In addition the City receives annual
MSA funds of $260,000 for maintenance and $780,000 for construction MSA roadways in
Roseville. I believe that MSA projects should be scheduled based on receipt of these funds.
Therefore:
AU properties that abut any unimproved MSA roadway pay on an assessable front footage
basis 250/0 of the cost for a 7-ton, 32 foot wide pavement with concrete curb and gutter for that
segment of the entire project.

AU properties that abut any already improved MSA roadway pay no assessment for roadway
improvements.

JOSEPHINE ROAD/WEST OW ASSO BL YD. ASSESSMENTS
As indicated above I believe that the existing MSA Roadway assessment is not fair. Further, at this
time it would not be fair to impose my proposed MSA assessment where everyone would be
assessed 25% of the costs when most of the property owners were told they would not be assessed.
In addition, I do not believe that storm sewer, pathway, nor streetscapes should be assessed as they
benefit the entire City. Therefore, I propose that:

All of the and West Owasso
construction, storm sewer improvements,

pay no assessment for street
and construction.

2
