<br /> <br /> <br />The City has only a few, short, sections of city streets that have not been reconstructed as part of the <br />city pavement management program. In addition the City receives annual <br />MSA funds of $260,000 for maintenance and $780,000 for construction MSA roadways in <br />Roseville. I believe that MSA projects should be scheduled based on receipt of these funds. <br />Therefore: <br />AU properties that abut any unimproved MSA roadway pay on an assessable front footage <br />basis 250/0 of the cost for a 7-ton, 32 foot wide pavement with concrete curb and gutter for that <br />segment of the entire project. <br /> <br />AU properties that abut any already improved MSA roadway pay no assessment for roadway <br />improvements. <br /> <br />JOSEPHINE ROAD/WEST OW ASSO BL YD. ASSESSMENTS <br />As indicated above I believe that the existing MSA Roadway assessment is not fair. Further, at this <br />time it would not be fair to impose my proposed MSA assessment where everyone would be <br />assessed 25% of the costs when most of the property owners were told they would not be assessed. <br />In addition, I do not believe that storm sewer, pathway, nor streetscapes should be assessed as they <br />benefit the entire City. Therefore, I propose that: <br /> <br />All of the and West Owasso <br />construction, storm sewer improvements, <br /> <br /> <br />pay no assessment for street <br />and construction. <br /> <br />2 <br />
