<br />City Council Minutes 07/22/02 <br />Page 13 <br /> <br />Councilmember Klausing asked staff and consultants for <br />clarification regarding the potential of the City operating <br />its own system; facility operation; size of treatment plant; <br />and potential sites being City or Ramsey County Open <br />Space. <br /> <br />Ms. Jones responded as to preferred site locations and <br />acreage required. <br /> <br />Councilmember Kough sought information on any <br />existing springs that could provide a temporary or <br />emergency water source. <br /> <br />Ms. Jones referred to the geological studies performed, <br />stating that the City would need to construct several deep <br />wells, as the studies did not indicate any artesian wells in <br />the area. <br /> <br />Mr. Rabey reported on attempts to obtain estimated costs <br />to connect to the City of Minneapolis as a water source. <br />Mr. Rabey indicated that based on their own internal cost <br />estimates, the City of Minneapolis declined to provide <br />estimated costs for the City of Roseville, as the City of <br />Minneapolis was in the process of its own ongoing study <br />with St. Paul Regional Water Services. <br /> <br />Councilmember Kough asked if the City was going to be <br />confronted with water shortages in the next twenty (20) <br />years. <br /> <br />Mr. Rabey responded that it was fair to say that people <br />were becoming more aware of water usage and that the <br />State now requires water conservation plans from various <br />entities. <br /> <br />Councilmember Schroeder suggested that Mr. Schwartz <br />complete his staff report before additional questions were <br />raised. <br /> <br />Mr. Schwartz continued reviewing financial implications <br />
