<br />City Council Minutes 07/22/02 <br />Page 14 <br /> <br />of the three most preferred options; aquifer storage and <br />recovery availability during both low and peak demand <br />times; seasonal fluctuations in water demand operations <br />and completed his presentation by requesting Council <br />direction to staff on whether to negotiate a lower cost <br />wholesale contract with S1. Paul Regional Water Services <br />or if other options were preferred. <br /> <br />Councilmember Schroeder expressed appreciation to staff <br />and consultants for the information provided; and <br />explained for public information why the City of Little <br />Canada was involved, as it was another city whose <br />contract was up for renewal and they were looking at <br />options, one of which may be if the City of Roseville <br />could cost-effectively provide a water source. <br /> <br />Mayor Kysylyczyn asked for confirmation that one (1) <br />staff person is currently responsible for utility billing; and <br />if the staff costs are included in the projected water rates. <br /> <br />Ms. Jones responded that administrative costs were <br />applied for each option. <br /> <br />Further discussion included the pros and cons of the <br />various options, with further clarification by staff and <br />consultants. <br /> <br />Mayor Kysylyczyn sought clarification on the sensitivity <br />built into the charts for Options 1 and 2, but not the other <br />Options. <br /> <br />Mr. Rabey responded. <br /> <br />Ci ty Manager Beets stated that staff needed further <br />direction on how to proceed; where staff time should be <br />expended; Council's preferred emphasis and priorities, a <br />decision which involved numerous non-economic and <br />governance Issues. <br /> <br />Councilmember Maschka stated that he was hesitant to <br />leave a contract with S1.
