<br />City Council Minutes 07/22/02 <br />Page 17 <br /> <br />staff recommended that, due to existing funding <br />constraints, the streetscape portion of the project did not <br />appear to be feasible at this time. Mr. Schwartz stated <br />that the City was awaiting word on an application for <br />additional funding; anticipating another two months <br />before final word was received. <br /> <br />Mr. Schwartz advised that in order to facilitate 2003 <br />construction, final plans would need to be prepared by the <br />end of September 2002. <br /> <br />Roll Call <br />Ayes: Maschka, Schroeder, Kough, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Councilmernber Maschka asked for staff clarification on <br />the City's new Assessment Policy and if the streetscape <br />project would lend itself to a service district or ongoing <br />maintenance. <br /> <br />City Attorney Jamnik responded that ongoing fees for <br />heightened service or construction that had been levied as <br />a street assessment, would not qualify, as those fees <br />would not be scheduled for termination by payment of the <br />infrastructure, but would be ongoing. <br /> <br />Further discussion ensued between City Councilmembers <br />and members of the audience regarding the decisions of <br />the County Road C Advisory Task Force's <br />recommendations to the City Council regarding this <br />proj ect. <br /> <br />Kysylyczyn moved to ask staff to bring back a streetscape <br />design between the "basic" and "moderate" designs for <br />the August 12, 2002 Public Hearing; specifically to <br />exclude monument signs, with annual maintenance costs <br />in the range of $25,000 to $35,000, and to provide any <br />suggestions on how to reduce annual maintenance cost. <br /> <br />Councilmember Schroeder seconded the motion for <br />
