City Council Minutes - 07/29/02
Page 15

City Manager Beets responded that it was his
understanding that the citizen's committee had completed
work and submitted recommendations to the School
Superintendent and Board, but no final decisions had
been made on the study, and how it may impact the
Fairview Community Center facility. Mr. Beets advised
that this year's referendum was for operating expenses.

City Manager Beets advised that the School District
Superintendent was tentatively scheduled to address the
City Council in August.

Councilmember Maschka expressed concerns that the
same issues apparent years ago at a community center
referendum continued to prevail; and suggested that if a
task force were formed, that it be kept to approximately
fifteen (15) people and include a representative from the
LS.D. No. 623 School Board.

It was suggested that staff meet with School District
representatives prior to the District's appearance in
August before the City Council to specifically discuss
the potential for a joint venture.

Councilmember Maschka concurred, stating that the
School's Fairview property is the most feasible
geographic location.

Councilmember Kough concurred, and expressed his
concern that the proposed proj ect be kept on track.

Mayor Kysylyczyn responded that, in reviewing some of
the communications included in the Council packet, a
number of residents expressed preference for using
neighboring communities' facilities to avoid tax
ramifications. Mayor Kysylyczyn commented that he
was concerned regarding overall community support of a
community center referendum compared to the apparent
support of the Police Department building's expansion
and Public Works Maintenance facility renovation.
