<br />~ <br /> <br />City Council Minutes <br />Special Voluntary Budget Work Session No.3 <br />Thursday, August 1, 2002 <br /> <br />Mayor Kysylyczyn and Councilmembers Maschka, Schroeder and 6:00 p.m. <br />Kough met in the City Council Chambers on the above date. <br />Councilmember Klausing was absent due to vacation. <br />Present: Maschka, Schroeder, Kough, and Kysylyczyn. <br />Absent: Klausing <br /> <br />Work Session <br /> <br />6:05 p.m. <br />Opening Comments <br /> <br />1. <br /> <br />Opening Comments <br />Mayor Kysylyczyn welcomed everyone to the Roseville City <br />Council meeting. <br /> <br />Mayor K ysylyczyn stated his intent to not call the meeting to <br />order, due to his perception of a statutory issue that needed to <br />be brought forward to the City Council's attention, which <br />would not allow the meeting to proceed that evening. <br /> <br />Mayor K ysylyczyn stated that he had discussed his concerns <br />with City Manager Beets by phone earlier in the day, but Mr. <br />Beets did not share the Mayor's concern regarding the City's <br />having met the statutory requirements addressed in Minnesota <br />Statutes 412.191, Subd. 2. <br /> <br />Mayor Kysylyczyn stated that he had conferred with Mr. Tom <br />Scott, one of the City's Attorneys with the firm of Campbell <br />Knutson, and Mr. Scott had concurred with the Mayor's <br />interpretation and procedural concerns regarding Minnesota <br />Statute 412.191, Subd. 2. <br /> <br />Mayor Kysylyczyn's concerns regarding this section of the <br />Statute regarding his or two Councilmembers, authority to call <br />a Special Council meeting; expressing concerns that staff had, <br />in his opinion, expressly called this meeting of the Council. <br /> <br />Mr. Beets indicated that it was his understanding that several <br />Councilmembers had requested these meetings, and it staff s <br />understanding that it was the Council's intent to accommodate <br />
