<br />City Council Minutes - 08/05/02 <br />Page 9 <br /> <br />which all four (4) proposals had addressed very well. <br /> <br /># I - United Properties/Coalition of churches <br />Acting Mayor Kough stated that this design appeared to <br />provide the most affordable housing for all age groups; <br />was impressed with the quality material suggested; and <br />liked the idea of an association to manage the properties. <br />#2 TimberCraft (Arona Village) <br />Acting Mayor Kough stated that while these units <br />proj ected a higher cost, he liked the exterior materials <br />suggested. <br /> <br />#3 Town & Country/Common Bond and MetroPlains <br />(PrimRose) tied for third place. <br />Acting Mayor Kough stated that he liked the use of the <br />existing pond as an asset. <br /> <br />Staff stated that each developer had been responsive and <br />had expressed their flexibility in refining their proposals <br />as the process developed, but that the effectiveness of <br />their team components would be a deciding factor in <br />which proposal was finally selected. <br /> <br />Other Business <br /> <br />Maschka moved, Kough seconded to add as a future <br />agenda item, discussion regarding revision of the Rules <br />of Operating Procedure to include whether or not <br />Agenda items could be added on the night of a Council <br />meeting, without unanimous vote of the Council. <br /> <br />Mr. Maschka expressed his concerns regarding doing <br />public business at a meeting without public notice, and <br />would like to discuss this procedure with the entire <br />Council. <br /> <br />Councilmember Kough stated that he is opposed to this <br />as a proposed rule of procedure, but was willing to <br />evaluate the suggestion. <br /> <br />Other Business <br />10:38 p.m. <br />
