Copies were <br />distributed to Councilmembers and the Recording <br />Secretary as a Bench Handout. <br /> <br />Community Development Director Dennis Welsch <br />reviewed the request of George Frambo, owner of Global <br />Financial Outsource Services, Inc., d/b/a United Check <br />Cashing, as an applicant to the Minnesota Department of <br />Commerce to operate a currency exchange business in <br />Suite "C" at 2216 County Road D (Tower Glenn). Mr. <br />Welsch provided background information and staff <br />comment, stating that the request fell under the <br />guidelines of a permitted use within a B-4, Retail Office <br />Service District as a bank or financial institution, and <br />staff recommended Council approval. Mr. Welsh <br />advised that staff had received numerous phone calls, in <br />addition to the petition, opposing the proposed use. <br /> <br />Discussion items included past Council precedence and <br />experiences with similar businesses; identification of <br />as of existing tenants, business <br /> <br /> <br />Public <br />United Check <br />Cashing <br />2216 County Rd.
