City Council Minutes - 08/19/02 Page 16 Acknowledge the Expenditure of Tax-Exempt Funds by Wingspan, Incorporated Finance Director Miller reviewed the background of this request of Wingspan, Inc. for expenditures of $170,000 in Roseville for a four (4) bed supervised-living health care facility located at 2939 Troseth. Mr. Miller advised that the City of Little Canada will be the issuer of the bonds. Kough moved, Klausing seconded adoption of Resolution No. 10023 entitled, "Resolution Calling for a Public Hearing on the Issuance of a Revenue Note to Finance Health Care Facilities, and Authorizing the Publication of a Notice of the Hearing," establishing a public hearing for September 23, 2002. Ayes: Nays: Roll Call Maschka, Kough and Klausing. None. G. Housing Assistance to the Housing Resource Center & GMHC for the Purchase and Replacement of Home Located at 2012 Eldridge Avenue. Community Development Director Welsch reviewed the property's background, options and staff recommendations to assist the Housing Resource Center and Greater Metropolitan Housing Corporation (GMHC) in purchase and demolition of this blighted property, and construction of a replacement home. Residents of the neighborhood had previously appeared speaking for this Council action at the Work Session. Discussion items included the possibility of an eminent domain process vs. the Housing Resource Center option.
