<br />City Council Minutes - 08/19/02 <br />Page 17 <br /> <br />located at 2012 Eldridge Avenue. <br /> <br />Audience members and neighbors expressed their <br />appreciation to the City Council. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Maschka, Kough and Klausing. <br />None. <br /> <br />Acting Mayor Kough announced Acting Police Chief <br />Carol Sletner's appointment as the City's new Police <br />Chief. <br /> <br />Acting Mayor Kough proposed elimination of the <br />Deputy Chief position at this time; and recommended <br />establishing the position of Administrative Sergeant for a <br />one-year trial, with day-to-day and administrative duties <br />shared among the Police Chief, Lieutenant, and <br />Administrative Sergeant positions. <br /> <br />Kough moved restructuring of the Police Department <br />with elimination of the Deputy Chief position, <br />establishment of an Administrative Sergeant position, <br />allowing for hiring of a patrol officer, with <br />administrative duties and day-to-day operations shared <br />by the Police Chief, Lieutenant, and Administrative <br />Sergeant positions. <br /> <br />Councilmember Maschka clarified, and Finance Director <br />Miller responded affirmatively, that funds were available <br />in the contingency fund, with no increase required in the <br />2003 Preliminary Levy to facilitate this Police <br />Department restructuring. <br /> <br />Councilmember Klausing asked for the Council's intent <br />in meeting 2003 budget objectives to reduce costs and <br />personnel, and whether this action would achieve those <br />objectives. <br /> <br />Police Chief <br />Appointment <br /> <br />Police <br />Department <br />Restructuring <br />
