<br />City Council Minutes - 08/19/02 <br />Page 2 <br /> <br />that amount in the 2003 Budget for Council <br />consideration. Mr. Beets praised the DRC and its <br />services, stating that in 2001, the DRC handled <br />approximately forty (40) cases in 2001, and in 2002 to- <br />date had provided services for approximately 20 cases, <br />mostly in the Land Use area, avoiding costly court cases <br />for the City. Mr. Beets stated that he had heard many <br />good comments from those using the program as well. <br /> <br />Councilmembers concurred, and recommended <br />continued support of the program. It was suggested that <br />advertising be coordinated with City staff to provide <br />additional information to the public of the availability of <br />this program. <br /> <br />Police Chief Appointment <br />City Manager Beets announced the appointment of Carol <br />Sletner on August 19, 2002 as the City's new Police <br />chief. Congratulations were proffered. <br /> <br />c. <br /> <br />Discussion of Police Department & Fire Department <br />Budget Questions, Telephone Questions, and <br />Miscellaneous Budget Issues <br />City Manager Beets responded to previous questions and <br />comments of Councilmembers regarding the existing <br />command structure of the Police Department, <br />specifically the vacant position of Deputy Police Chief. <br /> <br />Mr. Beets stated that staffs first preference would be to <br />fill the Deputy Police Chief position, as it serves an <br />important function (i.e., training; internal affairs <br />investigation; and Policies and Procedure manuals). <br /> <br />However, at the prompting of Councilmember Kough, <br />staff had reviewed operations and provided an alternative <br />proposal, should Councilmembers choose not to fill the <br />Deputy Police Chief position. Staff suggested funding <br />be included in the 2003 budget for an Administrative <br />Sergeant position and providing for a probationary patrol <br />officer.
