Mr. Beets praised the DRC and its services, stating that in 2001, the DRC handled approximately forty (40) cases in 2001, and in 2002 to- date had provided services for approximately 20 cases, mostly in the Land Use area, avoiding costly court cases for the City. Mr. Beets stated that he had heard many good comments from those using the program as well. Councilmembers concurred, and recommended continued support of the program. It was suggested that advertising be coordinated with City staff to provide additional information to the public of the availability of this program. Police Chief Appointment City Manager Beets announced the appointment of Carol Sletner on August 19, 2002 as the City's new Police chief. Congratulations were proffered. c. Discussion of Police Department & Fire Department Budget Questions, Telephone Questions, and Miscellaneous Budget Issues City Manager Beets responded to previous questions and comments of Councilmembers regarding the existing command structure of the Police Department, specifically the vacant position of Deputy Police Chief. Mr. Beets stated that staffs first preference would be to fill the Deputy Police Chief position, as it serves an important function (i.e., training; internal affairs investigation; and Policies and Procedure manuals). However, at the prompting of Councilmember Kough, staff had reviewed operations and provided an alternative proposal, should Councilmembers choose not to fill the Deputy Police Chief position. Staff suggested funding be included in the 2003 budget for an Administrative Sergeant position and providing for a probationary patrol officer.
