<br />City Council Minutes - 08/19/02 <br />Page 3 <br /> <br />to-day operations, training issues and administrative <br />duties, delaying a need to fill the Deputy Chief position <br />at this time, while yet allowing sufficient supervision <br />needed for the inexperienced patrol officers. <br /> <br />Finance Director Miller stated that with the restructuring <br />of the department, he estimates an increase in the budget <br />of approximately $20,000, which could be funded from <br />contingency funds, with no additional levy increase <br />needed. <br /> <br />Chief Sletner acknowledged the compliments of Acting <br />Mayor Kough in the way the department has been run <br />during the absence of a full-time Chief, yet stated that <br />she and Lt. Mathwig were feeling the stresses, and that <br />some things were falling through the cracks. <br /> <br />Chief Sletner provided a bench handout showing a <br />proposed job description for the Administrative <br />Sergeant. <br /> <br />Discussion included the unknown status of the federal <br />grant application for an officer at Rosedale Shopping <br />Center; whether the need existed to restructure the <br />department; consideration of a restructure on a one-year <br />trial basis; any impacts to the City's Collective <br />Bargaining Agreement the Police Union; similar <br />structures in other departments in the metropolitan area <br />sharing the City of Roseville' s demographics; and the <br />need to bring the department up to full operating status to <br />avoid any operational issues. <br /> <br />Chief Sletner expressed some concerns in losing a <br />command position, but felt this provided a good <br />compromise option prepared by staff to meet <br />organizational needs and an earlier proposal with <br />Councilmember Kough. Chief Sletner stated that the <br />Lieutenant position is vital to the organization. <br /> <br />Councilmembers concurred, and stated that the item <br />would be addressed at the regular meeting that evening. <br />
