<br />City Council Minutes - 08/19/02 <br />Page 5 <br /> <br />It was the consensus of those Councilmembers present <br />that the next meeting agenda include provision of staff <br />direction on this matter. <br /> <br />Mr. Burrell referred to a letter from Mayor Kysylyczyn <br />to the Ramsey County Attorney, on City letterhead, <br />advising the County of his Council affirmed action to <br />abolish the Commission. <br /> <br />City Manager Beets responded that, while not speaking <br />for Mayor Kysylyczyn, he would make an assumption <br />that in writing the letter, the Mayor was acting in his <br />capacity as Mayor, and was authorized to represent the <br />City. <br /> <br />There were no further public comments, and Acting <br />Mayor Kough closed the Public C01TIll1ent portion of the <br />meeting at 6:29 p.m., returning to 2003 budget <br />discussions. <br /> <br />II. Presentations, continued <br /> <br />c. <br /> <br />Fire Department Budget <br />Councilmember Maschka had requested time to discuss <br />the department's emergency preparedness training, <br />response and equipment status, and other budget <br />questions. <br /> <br />Fire Chief Gasaway responded that the department <br />concentrated on those situations they were most likely to <br />encounter on a continual basis; and stated that the <br />department was prepared with basic equipment and <br />training for more severe emergency situations. <br /> <br />Discussion items included city and/or mutual aid <br />situations; proposed department restructuring providing <br />for a full-time day shift at two (2) stations; paramedic <br />training requirements; budgeted first response vehicles; <br />2002 streamlining of some department operations; <br />station response times and system stresses; and <br />additional analysis of whether the City can support the <br /> <br />2003 Budget <br />Discussion <br />Fire <br />Department <br />
