<br />City Council Minutes - 08/19/02 <br />Page 8 <br /> <br />sought approval of a Preliminary Plat to subdivide three <br />(3) parcels totaling 6.9 acres into twenty-four (24) zero <br />lot line, owner-occupied, town home units and approval <br />of the General Concept Plan Planned Unit Development <br />establishing an underlying zoning of R-2, Two Family <br />Residence District. Mr. Welsch reviewed the area's <br />demographics. <br /> <br />The applicant was available for Council questions. <br />Gordy Howe of Masterpiece Homes introduced others of <br />his development team, Eduardo Romo (SP); and Brent <br />Rochelle of Passing (SP) Engineering. <br /> <br />Mr. Howe stated that a public meeting had been held on <br />July 9, 2002 for public information and comment, and he <br />had been working with residents at 2216 Fulham Street <br />regarding their drainage concerns. <br /> <br />Engineer Rochelle spoke of the developer's intention to <br />correct existing drainage issues, in addition to those <br />created by the development, contingent upon approval of <br />the City's Engineering Department and the Rice Creek <br />Watershed District. <br /> <br />Mr. Howe provided site plans and building elevations <br />showing increased setbacks for rear and side lot lines, <br />beyond those required by City zoning, following <br />meetings with citizens. <br /> <br />Mr. Howe estimated that the approximate home price <br />would range between $475,000 and $600,000 <br /> <br />Joe Wildcrea - 2169 Fulham Street <br />Mr. Wildcrea, a resident of the neighborhood, spoke to <br />his concerns regarding the message City officials were <br />sending of their priorities in private land development. <br />Mr. Wildcrea questioned the Council's intent to provide <br />viable, diversified housing for low-to-moderate income <br />residents, given the limited areas remaining in Roseville <br />available for development. <br />
