<br />~ <br />City Council Minutes <br />Special Council Meeting <br />Tuesday, September 3, 2002 <br /> <br />Mayor Kysylyczyn and Councilmembers Maschka, Klausing, Kough, 7:00 p.m. <br />and Schroeder met in the City Council Chambers on the above date. Roll Call <br /> <br />Roll Call: (Voting Order): Maschka, Klausing, Kough, Schroeder and <br />Kysylyczyn. <br /> <br />Absent: None. <br /> <br />Call to Order Call to Order <br />Mayor Kysylyczyn called the special meeting of the Roseville <br />City Council to order at 7:02 p.m. and welcomed everyone. <br /> <br />I. <br /> <br />Public Comment Issues <br /> <br />Public Comment <br />Issues <br /> <br />Kysylyczyn moved, Schroeder seconded, changing the time for <br />the public comment portion of regular Council meeting <br />agendas from 6: 15 p.m. to 5 :30 p.m. <br /> <br />Mayor Kysylyczyn explained that there appeared to be some <br />confusion among the public regarding the time when public <br />comments were appropriate, and quoted an article in last <br />week's Pioneer Press. Mayor Kysylyczyn commented that it <br />was all one meeting, with no separate meeting designated as a <br />Work Session. <br /> <br />Councilmember Kough concurred with Mayor Kysylyczyn, <br />emphasizing the need to provide people with a chance to be <br />heard. <br /> <br />Councilmember Klausing questioned this item's placement on <br />a Special Council Meeting, with no advance draft of the <br />Mayor's proposed resolution having been made available to the <br />public or Councilmembers. Councilmember Klausing stated <br />that his preference would be for public comment at the start of <br />the Regular Council meeting, and asked for language <br />clarification of the resolution. <br />
