<br />Special City Council Minutes 09/03/02 <br />Page 2 <br /> <br />Mayor Kysylyczyn had no comment regarding any proposed <br />language revisions, and called the motion. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Kough, Schroeder and Kysylyczyn. <br />Maschka and Klausing. <br /> <br />II. <br /> <br />2003 Budget and Levy Issues <br /> <br />Kysylyczyn moved, Schroeder seconded, adoption of a revised <br />(bench handout) Resolution entitled, "Resolution Re- <br />Submitting the Preliminary Property Tax Levy on Real Estate <br />to the Ramsey County Auditor for the Fiscal Year of 2003 ( to <br />supercede the resolution passed on the 19th day of August, <br />2002)." <br /> <br />Mayor Kysylyczyn stated that this proposed resolution would <br />adopt a preliminary levy at a zero percent increase from the <br />2002 adopted levy. <br /> <br />Mayor Kysylyczyn expanded on his interpretation of previous <br />levy presentations, apparent calculation errors by staff on the <br />proposed levy and budget information provided, and alluded to <br />apparent misrepresentations by staff to the public on the <br />resolution that had been adopted on August 19, 2002, adopting' <br />the preliminary 2003 levy and 2003 budget. Mayor <br />Kysylyczyn stated that he had pledged a zero percent levy <br />increase from the beginning of the 2003 budget discussions. <br /> <br />Councilmember Kough expressed appreciation to Mayor <br />Kysylyczyn for his work on the budget recalculations, and <br />asked for staff comment, along with Councilmember Maschka <br />comments, and Councilmember Schroeder's previous <br />identification of line item budget reductions. Councilmember <br />Kough stated that he would prefer more time to absorb the <br />proposed revised resolution, rather than taking action at <br />tonight's special meeting. <br /> <br />Mayor Kysylyczyn challenged the press to calculate funds <br />presented by staff at the August 19, 2002 meeting. <br /> <br />2003 Budget <br />and Levy Issues <br />
