5.2RSCUC: Section 1009.02D of the City Code <br />EVIEW OF PECIFICONDITIONALSERITERIA <br />56 <br />establishes additional standards and criteria that are specific to outdoor storage facilities; <br />57 <br />they are as follows. <br />58 <br />a. <br />Areas of outdoor activity or storage shall be located to the side or rear of buildings <br />59 <br />and shall not be located between the principal use and the primary public street. The <br />60 <br />proposed outdoor storage area is at the rear of the building; this location should not <br />61 <br />be visible from the public street except through the entrance gate. <br />62 <br />b. <br />Areas of outdoor activity or storage shall be screened by a solid opaque wall or fence <br />63 <br />at least 8 feet in height. The proposed fencing illustrated on the site plan (included <br />64 <br />with this staff report as Attachment C) would fall short of the letter of this <br />65 <br />requirement, but Planning Division staff believes that the proposed 6-foot fencing can <br />66 <br />be supported. As noted above, the trailer leasing facility predates the zoning <br />67 <br />requirements for screening and obtaining approval of the outdoor storage as a <br />68 <br />conditional use, and the existing fencing around the property was for security rather <br />69 <br />than screening; as such, the fence is bare chain link and only 6 feet tall. A 2012 <br />70 <br />approval allowed outdoor storage of a bus on a Partridge Road parcel, but required <br />71 <br />the replacement of a similar fence with a proper screen fence in that case because the <br />72 <br />property had not been used for outdoor storage up to then. In the present case, the <br />73 <br />property has long been used for outdoor storage of semi-trailers, and Planning <br />74 <br />Division staff believes that merely adding slats to the existing fence to improve the <br />75 <br />screening is reasonable because it would bring the site into greater conformity even <br />76 <br />though it would not completely meet the code requirements. The applicant has also <br />77 <br />proposed to screen the rear of the property, which faces the Gross Golf Course in <br />78 <br />Minneapolis, with arborvitae or other opaque evergreen plantings. This is <br />79 <br />unconventional in an industrial area, but Planning Division staff believes that such <br />80 <br />screening would be an effective alternative and appreciated by users of the golf <br />81 <br />course. <br />82 <br />c. <br />Aggregates and other granular materials shall be stored in such a way that prevents <br />83 <br />erosion. Aggregates or granular materials are not proposed to be stored outdoors, nor <br />84 <br />would this be allowed without appropriate review and approval. <br />85 <br />d. <br />The Planning Commission and City Council shall give special consideration to the <br />86 <br />height of equipment and materials stored outside and its visibility from nearby <br />87 <br />properties and roadways. Planning Division staff does not believe that a bus fleet <br />88 <br />warrants the kind of special consideration identified in this provision, which is <br />89 <br />intended to account for large piles of materials or tall pieces of machinery. <br />90 <br />5.1Roseville’s Development Review Committee, a body comprising staff from various City <br />91 <br />th <br />departments, met on April 19 to review and discuss the proposal. The only comments <br />92 <br />which have not been addressed above are as follows: <br />93 <br />a. <br />Inoperable vehicles should not be allowed to remain outdoors. <br />94 <br />b. <br />Any screen plantings along the western property boundary should remain outside of <br />95 <br />any easements. <br />96 <br />c. <br />Any future expansion of the outdoor storage area needs to be paved, with the <br />97 <br />installation of associated storm water control measures, according to the pertinent, <br />98 <br />standard code requirements. <br />99 <br />PF12-006_RCA_052112 (2) <br />Page 3 of 4 <br /> <br />
