Attachment F <br />e. <br />The outdoor storage area of active fleet vehicles could add vehicle trips to the <br />34 <br />local road network each day, but not so many trips as to be out of line with other <br />35 <br />permitted uses, and not so many as to impose an excessive burden on the public <br />36 <br />street infrastructure. Aside from the potential for some additional traffic, visual <br />37 <br />clutter seems to be the only other source of potential harm to public health, safety, <br />38 <br />and general welfare, and the zoning code’s specific requirements for outdoor <br />39 <br />storage areas should address this concern; <br />40 <br />f. <br />The proposed outdoor storage area is at the rear of the building; this location <br />41 <br />should not be visible from the public street except through the entrance gate; <br />42 <br />g. <br />Installing slats in the existing 6-foot-tall fence as proposed would fall short of the <br />43 <br />letter of the screening requirement, but the existing trailer leasing facility predates <br />44 <br />the zoning requirements for screening and adding slats to the existing fence to <br />45 <br />improve the screening is reasonable because it will bring the site into greater <br />46 <br />conformity even though it would not completely meet the code requirements. <br />47 <br />Likewise, the proposal to screen the rear of the property, which faces the Gross <br />48 <br />Golf Course in Minneapolis, with arborvitae or other opaque evergreen plantings <br />49 <br />is unconventional in an industrial area, but such screening would be an effective <br />50 <br />alternative and appreciated by users of the golf course; <br />51 <br />h. <br />Aggregates or granular materials are not proposed to be stored outdoors, nor <br />52 <br />would this be allowed without appropriate review and approval; and <br />53 <br />i. <br />Fleet vehicles would have a much smaller range of visibility than large piles of <br />54 <br />materials or tall pieces of machinery. <br />55 <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to APPROVE <br />56 <br />the proposed outdoor storage of fleet vehicles at 2507 Walnut Street as a in <br />CONDITIONAL USE <br />57 <br />accordance with Section §1009.02 of the Roseville City Code, subject to the following <br />58 <br />conditions: <br />59 <br />a. <br />Inoperable vehicles shall not remain outdoors; <br />60 <br />b. <br />Any screen plantings along the western property boundary shall remain outside of <br />61 <br />any easements; and <br />62 <br />c. <br />The applicant shall continue to work with Planning Division staff to select slats <br />63 <br />and plant materials that will be reasonably attractive and effective at screening the <br />64 <br />outdoor storage and shall maintain and replace the screening materials as <br />65 <br />necessary to ensure effective screening. <br />66 <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />67 <br />Member ______ and upon vote being taken thereon, the following voted in favor: _________; <br />68 <br />and ______ voted against. <br />69 <br />WHEREUPON said resolution was declared duly passed and adopted. <br />70 <br />Page 2 of 3 <br /> <br />
