<br />Regular City Council Minutes - 09/23/02 <br />- Page 6 <br /> <br />expenditure of $275,000 as a gift to City as a capital <br />contribution, subject to acceptance by the City of Roseville and <br />a commitment to future maintenance. <br /> <br />Mayor Kysylyczyn expressed his concerns regarding the <br />ongoing maintenance requirements, and the financial position <br />the Foundation could potentially play in this role. <br /> <br />Mr. Johnson stated that it was a concern of the Foundation, and <br />would be part of future discussions. <br /> <br />Mayor Kysylyczyn expressed his appreciation of the project <br />and the extensive ongoing work of the Foundation. <br /> <br />Mr. Brokke confirmed that there were no additional <br />maintenance requirements in the 2003 budget, due to the <br />proposed construction schedule, but that there would be <br />implications to the 2004 Budget, projected at an increased <br />$14,000 specifically related to the Central Park improvements. <br /> <br />Councilmember Kough recommended organization of an <br />extensive volunteer network, using city equipment. <br /> <br />Councilmember Maschka recommended future discussion to <br />building an endowment to maintain this joint venture; and use <br />of interns and/or research opportunities through the University <br />of Minnesota's Landscape graduate and post-graduate <br />programs. <br /> <br />Mayor Kysylyczyn concurred with Councilmember Schroeder <br />regarding current maintenance concerns, stating that an <br />endowment fund should have been established many years ago. <br />Mayor Kysylyczyn expressed concern with media <br />misrepresentation and distortion that might cause the public to <br />perceive that the City doesn't encourage donations, as there is <br />no money to maintain a project properly. <br /> <br />Mayor Kysylyczyn called the motion. <br /> <br />Roll Call <br />Ayes: Maschka, Kough, Klausing and Kysylyczyn. <br />
