Request to Fill Three Parks and Recreation Parks & <br />Vacancies Recreation <br />Vacancies <br /> <br />Mayor Kysylyczyn stated that, according to recent Council <br />action establishing the 2003 Levy and Budget, the hiring freeze <br />was no longer in affect; thereby making any Council action on <br />this item unnecessary. <br /> <br />City Manager Neal Beets stated that the Council's action on <br />August 19 was to adopt resolutions for a "preliminary" 2003 <br />Tax Levy and Budget; with the resolution regarding a hiring <br />freeze still in place. <br /> <br />Councilmembers Kough, Klausing and Maschka concurred <br />with City Manager Beets' interpretation of Council action. <br /> <br />Mayor Kysylyczyn adamantly expressed his lack of support for <br />the 2002 and 2003 Budgets as adopted, and opined that the <br />2003 Levy and Budget discussions was over; and that he <br />wouldn't be voting on any additional budget items. <br /> <br />Councilmember Schroeder had not been in attendance at the <br />meeting adopting the 2003 Preliminary Levy and Budget, and <br />offered no comment. <br /> <br />Councilmember Klausing suggested that staff be allowed to <br />make their presentation regarding filling three (3) vacant <br />positions in the Parks and Recreation Department, with Council <br />making a determination on that issue, and further directing staff <br />to provide Councilmembers a copy of the adopted resolutions <br />regarding the preliminary 2003 Tax Levy and Budget for <br />clarification and consistency. <br /> <br />Mayor Kysylyczyn called on Parks and Recreation Director <br />Brokke to make his presentation. <br /> <br />Mr. Brokke proceeded with his report and request for <br />authorization to advertise and fill the vacant positions of <br />Recreation Program Supervisor, Program/Marketing <br />
