<br />Regular City Council Minutes - 09/30/02 <br />Page 1 7 <br /> <br />Mayor Kysylyczyn clarified the n10tion, that it was to <br />appeal the ruling of the chair, stating that as the expense <br />would exceed $5,000 it would require Council action. <br /> <br />After further discussion, Mayor Kysylyczyn called the <br />motion appealing the ruling of the chair. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Maschka, Kough, and Klausing. <br />Schroeder and Kysylyczyn. <br /> <br />Mayor Kysylyczyn called the individual roll on the vote, <br />and ruled that the n10tion carries, that his ruling was out of <br />order, and the iten1 was tabled. <br /> <br />Councilmen1ber Klausing called for a point of <br />information; with IVlayor Kysylyczyn refusing to <br />acknowledge Mr. Klausing and moving on to the next <br />agenda item. <br /> <br />Councilmen1ber Klausing called for a personal point of <br />privilege and prevailed upon City Attorney Jamnik for <br />clarification of Robert's Rules of Order. <br /> <br />Councilmember City Attorney Jamnik concurred that <br />Councilmember Klausing was entitled to be heard. <br /> <br />Councilmen1ber Klausing stated that his point of <br />information concerned the Council body; requesting that <br />when the monument matter is again brought back by staff <br />before the Council, additional information regarding cost <br />would be helpful. <br /> <br />A.
