Robert St. <br />St. Paul, MN 55101 <br /> <br />RE: Tax Base Revitalization Account Grant Application <br /> <br />Dear Marcus, <br /> <br />Enclosed please find the City of Roseville's Metropolitan Council Tax Base Revitalization <br />Account Grant Application along with the Department of Employment and Economic <br />Development Contamination Cleanup Grant Application. <br /> <br />This project is designed for a 3.32 acre site currently owned by Mounds View Independent <br />School District 621. The site sits in the heart of a residential neighborhood in Roseville. At the <br />present, a vacant building (old barn) exists at the site that has been used since about 1916 as a <br />barn, a horse stable, Catholic Digest headquarters, and, most recently, administrative space for <br />the Mounds View Public Schools. The building sits on top of shallow soil and perched <br />groundwater that is heavily contaminated with the chlorinated solvent, tetrachloroethene (PCE). <br />Located immediately above and adjacent to the shallow perched groundwater plume extending <br />across the site are extraordinarily high concentrations of PCE and other chlorinated volatile <br />organic compound vapors that exceed the MPCA's vapor intrusion guidelines by 3 to 5 orders of <br />magnitude. These high concentration vapors sit within 2 to 5 feet of ground surface. The <br />estimated cost to cleanup the site is approaching $2 million, but the site is worth less than <br />$500,000 even if it were not contaminated. Unless funding is received to actively remediate the <br />contamination, the school district will have no choice but to let the building continue to sit <br />vacant for many years. <br /> <br />The school district has found developers willing to buy the site and build eleven single family <br />homes in the heart of a residential neighborhood. The project is designed to include at least two <br />affordable homes. The City of Roseville is requesting funding to help the school district with the <br />cleanup of the site, the bulk of which has been requested from DEED. The City of Roseville is <br />asking the Metropolitan Council for a grant from the Tax Base Revitalization Account to <br />supplement the DEED funding. In addition, because Mounds View School District has been <br />unable to locate any responsible parties, it has already spent approximately $150,000 and is <br />willing to contribute $850,000 more for a total of a $1 million investment in the project. <br /> <br />2660 Civic Center Drive .:.
