Regular City Council Minutes - 09/30/02
Page 3

4. Incorporation of changes in roadway networks to
support n1ixed use developn1ent and walkable
neighborhoods;
5. Development and implementation of transit service
strategies needed to support the Coalition's growth
scenario; and
6. Integration of lifecycle housing options into
comn1unity planning activities.

Discussion items included lack of funding for current and
new Minnesota Department of Transportation (MnDOT)
projects; legislative priorities; the Metropolitan Council's
potential intent for extension of infrastructure systen1s
(i.e., sanitary sewer services); and revised zoning
classifications.

City Manager Beets informed Councilmen1bers that city
staff has put together a B-b mixed use Zoning District for
Twin Lakes. Community Development Director Dennis
Welsch addressed the City's existing B-6 Zoning District
and stated it would be con1ing before the City Council in
the near future to clarify uses; proponents adhere to a
Master Plan, with mixed uses in Planned Unit
Development.

B. Fire Department Issues
City Atton1ey Jamnik led a brief discussion, as previously
requested, regarding Relief Association Eligibility for
Professional Fire Personnel related to the State Auditor's
position that dual n1en1bership in two pension plans (i.e.,
Relief Association and Public En1ployees' Retiren1ent
Association) constitute double credit for the same service
in contravention of state law, and potential implications to
state aid revenues.

Maschka asked if this issue were appropriate for Council
consideration and involvement; stating that the issue
would be between the State and Relief Association Board,
and their membership.

City Attorney Jamnik stated the Council's only
involvement was as it related to the City's ex -officio

Fire Dep't.
Issues
