Regular City Council Minutes - 09/30/02 Page 2 Ms. Swenson provided an overview of the process and study completed; and gave a brief history of the Urban Design Center through the University of Minnesota and their involven1ent in partnering with the Coalition studying future growth in and among the seven con1munities, including transportation, housing, environn1ental and infrastructure issues. Mr. Benke reviewed past, current and anticipated growth in the coalition cities. Mr. Benke stated that the original question put forth by the 1-35W Corridor Coalition was, "What would happen if all seven cities the in coalition developed in accordance with their Con1prehensive Plans; could their respective and co- mingled systems support such growth? Ms. Swenson reviewed efficiencies found with the mixed- use concept, and extended an invitation to the Roseville City Council and Planning staff to November 13, 2002 at approximately 5:00 p.m. for a Planning Sumn1it. Mr. Benke stated that the Build Out Study demonstrates the value of incorporating transit supportive and mixed- use design concepts in development and redevelopn1ent efforts, and sought individual city support for and integration of the Build Out Study into future planning for each of the respective cities through adoption of a resolution of support, leading in the transition from study to il11plementation of solutions. Mr. Benke reviewed the recommendations of the 1-35W Corridor Coalition Board and criteria of the resolution, which include: 1. Adoption of transit supportive and mixed use center design concepts as a n1eans to guide growth in the 1-35W Corridor; 2. An1endment of individual city Con1prehensive Plans to include mixed use options; 3. Use of overlay zones as an implementation strategy;
