<br />Regular City Council Minutes -10/21/02 <br />Page 19 <br /> <br />Mayor Kysylyczyn expressed adamant offense at <br />Councihnember Klausing's comments, and denied that his <br />motivation was personal, but concerned disruption of city <br />business by groups using the City Council Chambers free <br />of charge. <br /> <br />Councilmember Kough supported use of the City Council <br />Chambers by the community, recognizing that many clubs <br />pay fees through their in-kind contributions and services <br />within the community. <br /> <br />Councilmember Schroeder spoke in favor of the motion; <br />and further questioned why the City provided mail box <br />service for various private organizations within the City. <br /> <br />Councilmember Maschka explained the rationale for the <br />City providing boxes for mailing use only by <br />organizations, due to frequent changes in leadership, <br />allowing for a consistent mailing location, which further <br />encouraged volunteerism in the community. <br />Councilmember Maschka also stated that, under the First <br />Amendment, all the groups currently using city facilities <br />have a fundamental right to protest their government. <br /> <br />Councilmember Kough suggested amendment of the <br />motion to eliminate the mail box issue, following <br />Councilmember Maschka's explanation, with which he <br />was in agreement. <br /> <br />Councilmember Schroeder, as seconder of the motion, <br />agreed with removing the mail box issue from the motion. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Kough, Schroeder and Kysylyczyn. <br />Maschka, Klausing. <br /> <br />Barb Obeda, 2910 Asbury Street <br />Ms. Obeda expressed her opinion that there were no <br />problems at the press conference until the Mayor and <br />resident Joe Machyowsky arrived with inappropriate <br />signs; with Mayor Kysylyczyn allegedly antagonizing the <br />
