<br />Regular City Council Minutes -10/21/02 <br />Page 18 <br /> <br />Ms. McGeehee stated that the citizens of Roseville bought <br />and paid for the public buildings and should be allowed <br />use of them accordingly. Ms. McGeehee expressed <br />concern that the community was atten1pting to stifle their <br />citizens and the thought processes of its citizens. <br /> <br />Mayor Kysylyczyn requested confirmation from Finance <br />Director Miller regarding estimating the financial <br />implications of the police coverage required for the <br />August 22, 2002 meeting in question. Mr. Miller <br />estimated approximately $120 - $140 dollars total for the <br />three officers present during that time. <br /> <br />City Manager Beets stated that the City Administration <br />office had received information that it would be in the <br />citizen's interest to have an officer present to preserve <br />public peace during the press conference, thus resulting in <br />their presence, as they would be requested to provide in <br />many other circumstances. <br /> <br />Councilmember Klausing attempted several Point of Order <br />recognitions from the chair; specifically requesting where <br />the discussion was going, and what action the Mayor was <br />seeking, due to the lack of a motion. <br /> <br />Mayor Kysylyczyn moved, Schroeder seconded, that the <br />City Policy allowing public use of City meeting rooms <br />remain in effect, with the provision that the City Council <br />Chambers use be restricted during business hours to <br />government uses only; and to direct staff to return at a <br />future meeting with additional information and scheduling <br />conflicts with the possibility of moving other meetings to <br />the Oval or other facilities; and to eliminate city-provision <br />of mail box services for any non-city related entity. <br /> <br />Councilmember Klausing spoke against the motion, <br />suggesting that this was a personal issue for Mayor <br />Kysylyczyn due to the August 22, 2002 meeting purpose <br />and topic, and recommended leaving the policy as is, as <br />recommended by staff and the City's attorney comments <br />regarding First Amendment rights. <br />
