<br />Regular City Council Minutes -10/21/02 <br />Page 4 <br /> <br />the State Legislature for expansion of the TIF District; and <br />the City Council needed to determine their commitment <br />now, or advise the developer prior to further time and <br />expense incurred. <br /> <br />Councilmember Schroeder stated that he was very <br />impressed with preliminary concept plans, and was <br />intrigued by the commercial/retail potential. <br />Councilmember Schroeder stated that, as far as the TIF <br />District, this was the right use of TIF monies; and that the <br />City needed a catalyst to initiate the redevelopment, and <br />this appeared to be a good place to start. <br /> <br />Councilmember Kough stated that, with the newly- <br />established Housing & Redevelopment Authority (HRA), <br />the housing component could be referred to them to <br />coordinate starr and the developer. <br /> <br />Mayor Kysylyczyn concurred with Councilmember <br />Kough, and directed Community Development staff to <br />determine the role the HRA should play in the process. <br /> <br />Councilmembers Kough, Maschka, Klausing, Schroeder <br />and Mayor Kysylyczyn expressed support for the project. <br /> <br />Community Development Director Welsch summarized <br />the next steps for the project's development. Mr. Welsch <br />advised that staff would not initiate any of the processes <br />without specific Council policy direction; and sought <br />Council authorization on how to proceed. The specific <br />authorization requests of staff at this time were for <br />authorization to: <br />· Encourage Roseville Properties to make a formal <br />tax increment application and deposit; <br />· Direct staff to hire a City financial Consultant; <br />· Direct staff to work with Roseville Properties on <br />various land use, design principles, infrastructure <br />needs, and traffic analysis components; and <br />· Direct staff to prepare a development time table. <br /> <br />Maschka moved, Kysylyczyn seconded, authorizing staff <br />
