<br />Regular City Council Minutes -10/21/02 <br />Page 5 <br /> <br />to pursue the direction and scope of efforts In this <br />redevelopment proposal as follows: <br /> <br />a. Encourage Roseville Properties to make a formal <br />tax increment application and deposit; <br />b. Direct staff to hire a City financial consultant (with <br />Jim Casserly recommended by staff); <br />c. Direct staff to work with Roseville Properties <br />regarding various land use, design principles, <br />infrastructure needs, and traffic analysis <br />components; and <br />d. Direct staff to prepare a development time table. <br /> <br />Each of these staff recommendations were detailed in the <br />staff report dated October 21, 2002. <br /> <br />Roil Cail <br />Ayes: Kough, Maschka, Klausing, Schroeder and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Community Development Director Welsch provided <br />additional information to the City Council on staffs <br />development of a brochure imaging the City's vision for <br />the Twin Lakes Redevelopment. <br /> <br />Mr. Welsch presented seven (7) goals or principals driving <br />the Twin Lakes Redevelopment: <br />· smaller scaled streets & buildings; <br />· Intense mix of uses; <br />· Buildings fronting public spaces; <br />· Smaller blocks; <br />· Places for all ages to live and enjoy; <br />· Environmental sustainability; <br />· Connected, but protected neighborhoods; and <br />· Job creation and retention. <br /> <br />Mayor Kysylyczyn recognized some of the Twin Lakes <br />area property owners who were in the audience, who <br />collectively expressed approval to the proposed plans. <br />
