<br />Regular City Council Minutes - 10/21/02 <br />Page 6 <br /> <br />B. <br /> <br />City of Roseville Building and Lot Coverage <br />Interpretation (PF 3192) <br />Community Development Director Welsch outlined the <br />history and ramifications of City Council action in January <br />of 2000 when they provided clarification and direction for <br />interpretation of the city code regarding SC (Shopping <br />Center) Districts; specifically as it related to lot area, <br />building area, and floor area ratios). <br /> <br />Mr. Rollin Hunsinger from Rosedale Mall was present in <br />the audience. <br /> <br />Mr. Welsch presented Planning Comn1ission <br />recommendations for further Council study and <br />discussion, after which the Planning Commission would <br />schedule Public Hearings on specific topics or <br />clarifications of Code language, with future Council <br />consideration of a revised Ordinance adoption. <br /> <br />The Planning Commission recommended six (6) proposed <br />code revisions to eliminate confusion of the existing <br />requirements and make the development process on <br />shopping center parcels more straightforward. <br /> <br />Maschka moved, Kough seconded, further study by the <br />Planning Commission of the six recommended <br />improvements regarding shopping center parcels, as <br />follows: <br />· Change the "building coverage" ratio to 300/0 of the <br />developable land area within the shopping center <br />master plan as of January 1, 2000; <br />· Define "developable lot area" as land upon which <br />construction of structures or paving may occur <br />consistent with the approved existing master plan <br />and excepting all public road, transit and pedestrian <br />easements, but respecting all required setbacks; <br />· F or the purposes of the Shopping Center District <br />(Section 1006), define "building" as gross <br />occupiable commercial retail and/or service, office, <br />and/or multi-family residential area within a <br />building, but specifically excluding parking ramps <br /> <br />City of Roseville <br />Building & Lot <br />Coverage <br />Interpretation <br />(PF 3192) <br />
