<br />Special City Council Minutes -11/07/02 <br />Page 6 <br /> <br />He thinks the School District will only cooperate if their <br />constituents are served, which makes Parkview attractive. He <br />favors looking at sales tax financing. He favors citizens voting <br />at a high turn-out election in'04, '06 or '08. He does not favor <br />a resident survey because there is no product to show residents <br />to make such a survey meaningful. He views the '02 <br />police/public works referendum as practice for a community <br />center referendum. He wants to pursue Phase 2 of the 13 Plan: <br />get in touch with the District 623 school board members, <br />Falcon Heights, Lauderdale, Little Canada City Councils, and <br />CTV-15 as a joint powers organization. As Mayor he would <br />take a leadership role, as well as the Chair of the School Board <br />and mayors of the other cities. <br /> <br />Jake Jacobson: Asked the Mayor about a timeline for a joint <br />powers organization. Mayor responded that two months should <br />be enough time to organize a meeting of potential community <br />partners. Mayor also responded that the key question to be <br />answered is "Is there an interest?" <br /> <br />Tom Kough: Asked if there could be some meetings to let <br />builders share their thoughts with a community group about a <br />community center. <br /> <br />Jerry Freeman: Wanted to see some resolution of all issues <br />within two years so we can move forward. <br /> <br />Discussion of improved communication between the Parks <br />and Recreation Commission and the City Council. <br /> <br />Jerry Freeman: Would like to see a Council liaison to the Parks <br />and Recreation Commission. <br /> <br />John Kysylyczyn: Discussed the proper way for the Chair to <br />communicate information to the entire Council. <br /> <br />Tom Kough: Encouraged all commission members to talk to <br />him. <br /> <br />Joe Smith: Favors the commission commenting as a body and <br />not as individual members. <br />
