<br />Regular City Council Minutes -11/18/02 <br />Page 14 <br /> <br />educational review of recycling issues. <br />Mr. Pratt expressed the importance of the city providing <br />collection for multi-unit housing complexes to corne into <br />compliance with State law; eliminating the possibility of <br />Ramsey County withholding a portion of SCORE grant <br />funding. <br /> <br />Mr. Pratt reviewed the findings and recommendations of <br />the Public Works and Transportation COll1ll1ission, as well <br />as the work and recommendations of the prior Residential <br />Solid Waste and Recycling Citizens Advisory Committee <br />(RSWRCAC). Mr. Pratt advised that three (3) proposals <br />for curbside recycling services had been received from the <br />firms ofBFI, E-Z Recycling and Waste Management. <br /> <br />Mr. Pratt advised that the Public Works and <br />Transportation Commission, on a 4-1 vote, reconlll1ended <br />the proposal of the firm Waste Management. <br /> <br />Discussion included types of sort methods and associated <br />costs; increased participation; types of collection <br />receptacles; frequency of collections; and demographics to <br />be provided from the pilot single-sort system. <br /> <br />Further discussion included clarification that the pilot <br />program for the single sort system would be implemented, <br />when feasible, for a six-month period, then with <br />demographic information provided for Council <br />consideration. <br /> <br />Mr. Pratt confirmed that the agreement with Waste <br />Management was for a three (3) year contract, with the <br />pilot program contained within. Mr. Pratt stated that <br />Waste Management was eager to conduct the pilot <br />program as soon as feasible; and that Waste Management <br />guaranteed the contract rate with or without a full single <br />stream system; but was receptive to future City Council <br />consideration. <br /> <br />Roll Call <br />Ayes: Schroeder, Kough, Maschka and Kysylyczyn. <br />
