<br />Regular City Council Minutes -11/18/02 <br />Page 5 <br /> <br />discount without a needs-based test; getting non-profits to <br />assist with finances or other needs; and the potential <br />elimination or continuation of the program discounting <br />senior water. <br /> <br />Kysylyczyn moved, Schroeder seconded, authorizing staff <br />to prepare a resolution to adopt 2003 Utility Rates, as <br />presented on the staff report dated November 18,2002, for <br />consideration at the scheduled December 2, 2002 regular <br />City Council meeting. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Schroeder, Maschka, Klausing and Kysylyczyn. <br />Kough. <br /> <br />Klausing moved, Kysylyczyn seconded, directing staff to <br />prepare and return with additional information on the fixed <br />income program and whether the city should consider a <br />needs-based program. <br /> <br />Councilmember Maschka requested that staff be further <br />directed to provide Councilmembers with the best <br />demographic information available, and options for <br />potential implementation of a needs-based program. <br /> <br />Roll Call <br />Ayes: Schroeder, Kough, Maschka, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />Non- <br />Agenda <br />Item <br /> <br />ComfortBus Company Request <br />Mayor Kysylyczyn asked Finance Director Miller to <br />review correspondence received by Mr. Lee Rossow, <br />owner of property at 1879 Rice Street located within <br />Maplewood city limits, but served by Roseville utilities, <br />concerning delinquent utility billings in the amount of <br />approximately $600.00. <br /> <br />Mr. Miller reviewed the history of this delinquent account, <br />stating that staff believed the charges were fair and <br />equitable.
