<br />Regular City Council Minutes - 12/02/02 <br />Page 3 <br /> <br />The City of Edina reported to staff that they were looking <br />at possible construction of another or larger range in the <br />future, at which time they may consider private use again. <br />The City of Edina reported that when they had allowed <br />outside use in the past, they had staffed it, and paid staff to <br />do so. <br /> <br />Police Chief Sletner stated that the City's Safety Officer, <br />Brenda Davitt, expressed the most urgent concern <br />regarding the liability issue, and when pressed, would <br />prefer that the City not consider it. Chief Sletner offered <br />to look more extensively at the pros and cons and bring a <br />recommendation back to the City Council at a later <br />meeting. <br /> <br />Discussion included liability; building and equiplnent <br />security in allowing private party access to the range; <br />range time of the City's Police Department and other <br />enforcement agencies; the need for development of a good <br />policy for prioritizing users of the facility, liability, <br />supervision and design of the range; and the number of <br />proposed members interested in use of the range. <br /> <br />Mr. Olsen assured Councilmembers that most of those <br />interested in using the range were Certified Firearms <br />Instructors and would carry as much insurance as required. <br /> <br />Mayor Kysylyczyn directed Police Chief Sletner to obtain <br />more information and return to the City Council within <br />one or two months with a recommendation. <br /> <br />D. Jimmy O'Neil, Roseville Resident <br />Mr. O'Neil spoke in favor of the private club's use of the <br />facility; and was of the opinion that the Control/Carry <br />permit state legislation would pass this year, necessitating <br />a place to certify people, under the direction of a licensed <br />or certified instructor. Mr. O'Neil stated that there were <br />limited safety issues due to the safety concerns of those <br />shooting. <br />
