Regular City Council Minutes - 12/02/02 Page 3 The City of Edina reported to staff that they were looking at possible construction of another or larger range in the future, at which time they may consider private use again. The City of Edina reported that when they had allowed outside use in the past, they had staffed it, and paid staff to do so. Police Chief Sletner stated that the City's Safety Officer, Brenda Davitt, expressed the most urgent concern regarding the liability issue, and when pressed, would prefer that the City not consider it. Chief Sletner offered to look more extensively at the pros and cons and bring a recommendation back to the City Council at a later meeting. Discussion included liability; building and equiplnent security in allowing private party access to the range; range time of the City's Police Department and other enforcement agencies; the need for development of a good policy for prioritizing users of the facility, liability, supervision and design of the range; and the number of proposed members interested in use of the range. Mr. Olsen assured Councilmembers that most of those interested in using the range were Certified Firearms Instructors and would carry as much insurance as required. Mayor Kysylyczyn directed Police Chief Sletner to obtain more information and return to the City Council within one or two months with a recommendation. D. Jimmy O'Neil, Roseville Resident Mr. O'Neil spoke in favor of the private club's use of the facility; and was of the opinion that the Control/Carry permit state legislation would pass this year, necessitating a place to certify people, under the direction of a licensed or certified instructor. Mr. O'Neil stated that there were limited safety issues due to the safety concerns of those shooting.
