Joseph Machyowsky, 2690 North Oxford Street <br />Mr. Machyowsky stated that he was a strong proponent of <br />democracy and an advocate for government of the people; <br />by the people and for the people; and commended Mayor <br />Kysylyczyn and Councilmember Kough for their <br />receptiveness to citizens by opening an office at City Hall. <br /> <br />Councilmember Kough commented that the office was for <br />use by the entire Council, and expressed his appreciation <br />for citizens' use to-date. <br /> <br />C. Gun Range (Agenda Item - Communication IV., A.), <br />Gun Club Member Arnold Olsen - Gun Range <br />Councilmember Kough presented a request for use by <br />private citizens for firing practice at the new firing range <br />to be included in the improvements to the new Police <br />building. Councilmember Kough introduced the group's <br />spokesman, Arnold Olsen, 2772 Marion Street. <br /> <br />Mr. Olsen requested use of the pistol range one or two <br />nights each week for a proposed new group, who would <br />provide for their own insurance and licensed instructors. <br /> <br />Police Chief Carol Sletner and Lieutenant Mathwig were <br />present to provide comment. <br /> <br />Lt. Mathwig reported that the department had performed <br />brief research due to time constraints from the time they <br />were made aware of the request and tonight's meeting. Lt. <br />Mathwig reported that staff had contacted Police <br />Departments in Edina, Maple Grove, and St. Paul for their <br />experience to-date in allowing for private use of firing <br />ranges, stating that there appeared to be mixed opinion. <br />Lt. Mathwig reported that the City of Maple Grove had <br />experienced lots of use by residents of Hennepin County, <br />and while they used to let outside groups and private <br />citizens use the range, now they don't due to liability and <br />range time requirements by officers. The City of St. Paul <br />had provided staff with a resounding "no" when asked <br />about private party use of their range, stating liability <br />Issues. <br />
