<br />Regular City Council Minutes - 12/09/02 <br />Page 10 <br /> <br />Finance Director Miller clarifying that the City conducted <br />phone surveys of other communities regarding salary <br />averages, in addition to the Stanton Survey of other cities. <br /> <br />In conclusion, Mr. Sands asked Council to consider <br />increasing employee wages in line with the amount being <br />realized by those on Social Security benefits. <br /> <br />No one else appeared to speak. <br /> <br />At 8:38 p.m., Mayor Kysylyczyn continued the Truth in <br />Taxation Public Hearing to Monday, Dec 16, 2002 at 7 :00 <br />and opened the meeting to Council debate on the 2003 <br />proposed budget. <br /> <br />Mayor Kysylyczyn read two letters he had received <br />regarding management and spending within the Fire <br />Department and one opposed to the proposed Fire <br />Department Strategic Plan; and read several newspaper <br />editorials related to the economy. <br /> <br />Councilmember Klausing asked Mayor Kysylyczyn which <br />budget "luxury" he would suggest be eliminated. <br /> <br />Mayor K ysylyczyn further elaborated on the letters <br />relating to the Fire Department. <br /> <br />Further discussion ensued regarding the overall proposed <br />budget; proposed levy; and confusion in specific areas of <br />the budget and perceived discrepancies in staff <br />presentations. <br /> <br />Discussion items included whether the Fire Department's <br />proposed Strategic Plan was included in the 2003 <br />proposed budget; and the past practice of Council allowing <br />its professional staff to recommend line item budget <br />reVISIons. <br /> <br />Fire Chief Gasaway was available at the podium, but no <br />specific questions were asked directly of him. <br />
