<br />Regular City Council Minutes - 12/09/02 <br />Page 11 <br /> <br />Debate ensued regarding statements made among Mayor <br />Kysylyczyn and Councilmembers and potential policy <br />issues needing clarification. <br /> <br />Councilmember Schroeder expressed his disappointment <br />that there were not more detail provided in the proposed <br />budget. <br /> <br />Councilmember Kough again urged a zero percent (0%) <br />levy increase for 2003, and made suggestions in several <br />specific areas to achieve that objective. Councilmember <br />Kough's suggestions included reductions in outside legal <br />fees; moratorium on pathway construction; elimination of <br />the on-line park program registration; and replacement of <br />only half the squad car fleet from those proposed for <br />replacement. <br /> <br />Finance Director Miller clarified the items represented in <br />the General Fund; the amount in reserve; and use of <br />interest earnings in the Taxpayer Reduction Fund and <br />related balances. <br /> <br />Councilmember Klausing expressed his desire to maintain <br />the City's current level of service to its residents, but was <br />willing to entertain identified items available for reduction <br />and/or elimination. <br /> <br />Mayor Kysylyczyn and Councilmember Maschka <br />concurred on the preference to allow the 1999 decision to <br />stand in allowing the professional staff to determine line <br />item revisions and make recommendations to the City <br />Council. <br /> <br />Further discussion included the elimination of the position <br />of Assistant City Manager and Deputy Police Chief and <br />their representation in the proposed budget. <br /> <br />Debate and questions/discussion among Mayor <br />Kysylyczyn, Councilmembers and staff continued. <br /> <br />Councilmember Schroeder expressed his continued lack of <br />
