Reports and Recommendations <br /> <br />B. <br /> <br />County Road C, Phase I - Construction of Public <br />Service Drive on Prior Avenue Alignment South of <br />County Road C <br />Schroeder moved, Kough seconded, approving <br />construction of a public service drive and single railroad <br />crossing to City standards by Ramsey County at the Prior <br />Avenue alignment south of County Road C and accept this <br />roadway as a public street. <br /> <br />Public Works Director Duane Schwartz reviewed the <br />project, specifying that if approved, future maintenance <br />and replacement costs for the service drive would be borne <br />by the City. Mr. Schwartz further clarified that, if this <br />section of roadway is determined to require a railroad <br />signal for traffic, Ramsey County may ask City to <br />contribute to those costs. Mr. Schwartz provided a bench <br />handout from TKDA in support of this project. <br /> <br />Discussion ensued as to whether the City were in a good <br />negotiation position to request elimination of two (2) <br />railroad crossings, but negotiate with Ramsey County and <br />the railroad to keep one (1) crossing on paper wi thin the <br />City for future installation in another portion of the City <br />(i.e., Lincoln Drive crossing in the James Addition <br />neighborhood). <br /> <br />Further discussion included initiating the frontage road <br />concept with this project; turnaround areas for <br />maintenance and plowing vehicles; possible easements for <br />access from several property owners; <br /> <br />Kysylyczyn moved, Kough seconded, amendment to the <br />original motion to remove the phrase, "single railroad <br />crossing. " <br /> <br />Mayor Kysylyczyn explained his rationale for the <br />amendment, which would direct staff to use this current <br />request to negotiate and hold one crossing "on paper" for <br /> <br />Reports and <br />Recommendations <br /> <br />County Road C, <br />Phase I - <br />Construction of <br />Public Service <br />Drive on Prior <br />Avenue Alignment <br />South of County <br />Road C <br />
