County Road C, Phase I - Construction of Public Service Drive on Prior Avenue Alignment South of County Road C Schroeder moved, Kough seconded, approving construction of a public service drive and single railroad crossing to City standards by Ramsey County at the Prior Avenue alignment south of County Road C and accept this roadway as a public street. Public Works Director Duane Schwartz reviewed the project, specifying that if approved, future maintenance and replacement costs for the service drive would be borne by the City. Mr. Schwartz further clarified that, if this section of roadway is determined to require a railroad signal for traffic, Ramsey County may ask City to contribute to those costs. Mr. Schwartz provided a bench handout from TKDA in support of this project. Discussion ensued as to whether the City were in a good negotiation position to request elimination of two (2) railroad crossings, but negotiate with Ramsey County and the railroad to keep one (1) crossing on paper wi thin the City for future installation in another portion of the City (i.e., Lincoln Drive crossing in the James Addition neighborhood). Further discussion included initiating the frontage road concept with this project; turnaround areas for maintenance and plowing vehicles; possible easements for access from several property owners; Kysylyczyn moved, Kough seconded, amendment to the original motion to remove the phrase, "single railroad crossing.
