<br />Regular City Council Minutes -12/16/02 <br />Page 13 <br /> <br />responsibilities and City Council prerogatives and <br />establishing policy. <br /> <br />City Attorney Anderson responded to Mayor <br />Kysylyczyn's comments regarding the positions and <br />alluded to Minnesota State Statute that protects the Plan B <br />form of government and concurred with City Manager <br />Beets' concerns regarding the matter of procedure in <br />taking action during a budget process to eliminate <br />positions. City Attorney Anderson further concurred that <br />a motion dealing with budget dollars did not seem an <br />appropriate manner to deal with title and established <br />positions. Mr. Anderson asked that further comment be <br />delayed until he had an opportunity to more thoroughly <br />research the matter. City Attorney Anderson suggested <br />that the motion as worded would be improper as it relates <br />to elirrtination of the two (2) unfunded positions. <br /> <br />Mayor Kysylyczyn removed wording addressing the <br />elimination of the unfunded positions of the Deputy Police <br />Chief and Assistant City Manager until City Attorney <br />Anderson could return with a legal opinion. <br /> <br />Mayor Kysylyczyn called the motion to adopt the 2003 <br />Budget as amended for a total 2003 Budget in the amount <br />of $34,660,225. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />(Budget) <br />Klausing, Kough, Schroeder, and Kysylyczyn. <br />Maschka. <br /> <br />Kysylyczyn moved, Kough seconded, adoption of <br />Resolution No. 10057 entitled, "Resolution Directing the <br />County Auditor to Adjust the Approved Tax Levy for <br />2003 Bonded Debt;" as presented by staff. <br /> <br />Finance Director Miller advised that staff had drafted the <br />proposed resolution pursuant to the customary language <br />recognized by Ramsey County historically updated <br />annually. <br /> <br />Resolution 10056 <br />Adopting the 2003 <br />Annual Budget <br />
