<br />Regular City Council Minutes 12/16/02 <br />Page 12 <br /> <br />Debate ensued between Mayor Kysylyczyn and <br />Councilmember Klausing regarding the Chair's refusal to <br />recognize Councilmember Klausing's attempts to offer <br />comment. <br /> <br />Councilmember Schroeder asked that the meeting l110ve <br />forward. <br /> <br />Mayor Kysylyczyn clarified that with those amendments <br />passed to the original Maschka motion, the new proposed <br />2003 Tax Levy budget amount stood at $8,827,884; <br />inclusive of elimination of the $100,000 pathway <br />improvements, and addition of $5,000 for the Ambassador <br />Foundation. <br /> <br />After further discussion, Mayor Kysylyczyn called the <br />motion. <br /> <br />Roll Call <br />(Tax Levy) <br />Ayes: Kough, Schroeder and Kysylyczyn. <br />Nays: Maschka, Klausing. <br /> <br />The original motion was adopted as amended. <br /> <br />Kysylyczyn moved, Kough seconded adoption of <br />Resolution No. 10056 entitled, "Resolution Adopting the <br />2003 Annual Budget for the City of Roseville;" including <br />elimination of the unfunded Assistant City Manager <br />position; elimination of the Community Survey, <br />reappropriating funds to City Council Chamber upgrades; <br />elimination of pathway construction funds of $100,000; <br />and appropriating [$5,000] funding for the Roseville <br />Ambassador Foundation, Inc., for a 2003 Budget in the <br />amount of $34,660,225. <br /> <br />Discussion included clarification of revised 2003 Budget <br />from $34,755,255 to $34,660,225; the potential to <br />eliminate two titles and positions, not just the funding for <br />those positions and the statutory protections for a Plan B <br />form of government regarding City Manager <br /> <br />Resolution 10055 <br />Submitting the <br />Property Tax Levy <br />To Ramsey Co <br />
