<br />City Council Minutes - 11/27/00 <br />Page 5 <br /> <br />Human Rights Commission (LMHRC) for their Local Essay Human <br />Rights Contest, their work in the administration of the LMHRC' s <br />Statewide Essay Contest and their tireless work in Human Rights in <br />the City of Roseville. <br /> <br />H. Hearings <br /> <br />H -1 Mastel moved, Goedeke seconded, approval of Council to finalize Ordinance 1243 <br />daft changes with a Second Reading of proposed revision of Liquor License Revision <br />Roseville's Liquor License Ordinance to include: optional Manager <br />and Server Training with penalty reduction for first offense; raising <br />seller fine to $250 for on-sale and $150 for off-sale employees for <br />the first offense; raising the licensee fine from $150 to $500 for the <br />first offense with additional penalties for subsequent violations and <br />setting receipt requirements for home delivery of alcoholic <br />beverages. Roll Call, Ayes: Mastel, Goedeke and Kysylyczyn. <br />Nays: Maschka, Wiski. Motion passes. <br /> <br />Kysylyczyn moved, Mastel seconded, to adopt the resolution, adopt Resolution 9840 <br />adjustments to Resolution #9043, which was originally passed on Schedule of Offenses & <br />1/24/94, updating the Seller Liquor Under-Age On-Sale fine to $250 Administrative Penalties <br />and the Seller Liquor Under-Age Off-Sale fine to $150, and to <br />adjust the License Holder Liquor Violation Fee, referenced in <br />#302.15. Roll Call, Ayes: Mastel, Goedeke, and Kysylyczyn. Nays: <br />Maschka and Wiski. <br /> <br />H-2 Goedeke moved, Wiski seconded, by resolution, and subject to City Resolution 9841 <br />Attorney review, authorize the Mayor and City Manager to enter Minnesota Investment <br />into agreements for participation in the Minnesota Investment Fund Fund / IC Services <br />on behalf of the City of Roseville and for the purpose of providing a <br />low interest loan to the Roseville business, IC Services, <br />Incorporated in the amount of $298,000. Roll Call, Ayes: Mastel, <br />Goedeke, Maschka, Wiski and Kysylyczyn. Nays: None. <br /> <br />Goedeke moved, Wiski seconded, by motion, and subject to City Business Loan Policy <br />Attorney review, adopt the attached, amended Roseville Business <br />Loan Policy, which provides guidance for the use of existing small <br />business loan funds and future loan proceeds from IC Services. Roll <br />Call, Ayes: Mastel, Goedeke, Maschka, Wi ski and Kysylyczyn. <br />Nays: None. <br /> <br />H-3 Goedeke moved, Mastel seconded, to approve a resolution Resolution 9842 <br />authorizing the modification of the Tax Increment Financing (TIF) Modification of TIF Plans <br />Plans for Tax Increment Financing Districts Nos. 1 through 7 and 9 For Certain Districts <br />
