<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting ofthe City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 28'h day of August, 2006, at 6:00 p.m. <br /> <br />The following members were present: Ihlan, Pust, Mascl1ka, Kough, and Klausing <br />and the following were absent: None <br /> <br />Council Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 10424 <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT IN ACCORDANCE <br />WITH ~1005.015 AND ~1013.01 OF THE ROSEVILLE CITY CODE <br />FOR CARIBOU COFFEE AT 2115 SNELLING AVENUE (PF3782). <br /> <br />WHEREAS, Jeff Johnson, Caribou Coffee (in cooperation with Jane Knutson (Property <br />Owner) has requested a CONDITIUONAL USE PERMIT to allow for the inclusion of a drive- <br />thm window at 2115 Snelling Avenue in accordance with S1005.015 and S1013.01 of the <br />Roseville City Code; and <br /> <br />WHEREAS, the subject property is legally described as: <br /> <br />THE SOUTH 168 FEET OF THE NORTH 564 FEET OF THE NORTHEAST QUARTER <br />OF THE NORTHEAST QUARTER, EXCEPT THE WESTERLY 339 FEET THEREOF, <br />SECTION 16, TOWNSHIP 29, RANGE 23 <br />PIN 16-29-23-11-0003 <br /> <br />WHEREAS, Section 1013 establishes the criteria for reviewing conditional use permits, <br />which is as follows: <br /> <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br /> <br />WHEREAS, The Roseville Planning Commission held the public hearing regarding the <br />Caribou Coffee drive-thru request on August 2,2006, recommending (6-0) approval of the <br />CONDITIONAL USE PERMIT, subject to 8 conditions; <br /> <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to APPROVE <br />the request by Jeff Johnson, Caribou Coffee (in cooperation with Jane Knutson, property owner) <br />for a CONDITIONAL USE PERMIT in accordance with Section 1013.01 of the Roseville City <br />Code, subject to the following conditions; <br /> <br />1 <br />
