Discussion among Councilmembers included <br />phases of the project and anticipated request for tax <br />increment financing (TlF) for the new construction portion <br />only. <br /> <br />Mayor Klausing thanked Councilmember Maschka for his <br />report. <br /> <br />Proclamation of November as American Indian heritage <br />Month <br />Interim City Manager Chris Miller read the proposed <br />proclamation declaring November as Indian Heritage <br />Month, and summarized numerous values and ideas <br />ingrained in American culture from American Indian <br />heritage. <br /> <br />Kough moved, Ihlan seconded, proclaiming November, <br />2006, as American Indian Heritage Month in the City of <br />Roseville. <br />Roll Call <br />Ayes: Kough; Maschka; Ihlan; Pust and Klausing. <br />Nays: None. <br /> <br />Minnesota Planning Award for Twin Lakes Stakeholder <br />Process <br />Community Development Director John Stark presented the <br />City with the American Planning Association's annual <br />Outstanding Planning Award, and read excerpts of the AP A <br />award letter commending the panel's thoroughness and <br />strong public educational component; suggesting that it be <br />used as a model for dealing with future development <br />pressures in other communities. <br /> <br />Mayor Klausing accepted the award on behalf of the City <br />Council, community and staff. <br /> <br />Accept Metropolitan Council Environmental <br />Remediation Grant for Twin Lakes <br />Maschka moved, Pust seconded, acceptance of a <br />Metropolitan Council Environmental Remediation Grant for <br />Twin Lakes, in the amount of$350,000. <br /> <br />Proclamation of <br />November as <br />American Indian <br />Heritage Month <br /> <br />Minnesota Planning <br />Award Twin Lakes <br />Stakeholder Process <br /> <br />Metropolitan <br />Council <br />Environmental <br />Remediation Grant <br />for Twin Lakes <br />
