City Council Regular Meeting - 10/23/06
Minutes - Page 15

9.

Update on the City Manager Hiring Process
Human Resources Manager Dona Bacon reviewed the Request
for Council Action dated October 23, 2006, related to the City
Manager Search, provided a brief progress report, and sought
Council consideration and direction of the next 21 applications
had been received by the October 2, 2006 deadline; first
interviews were scheduled in mid-November with eight internal
and eight external panelists, as supported bye-mail polling of
Councilmembers, as deemed appropriate by the City Attorney as
to procedure to-date. Ms. Bacon advised that the proposed budget
and timeline remained on track.

Ms. Bacon advised that the executive search firm, Personnel
Decisions Incorporated (PDI) had received applications via
courier service, and Harry Brull from PDI was currently
reviewing and narrowing the candidate pool of the top ten, and
was scheduled to meet with the City Council on October 31, 2006
at 4:00 p.m. in Special Session, as publicly noticed, to narrow
candidates to those finalists selected for interviewing. Ms. Bacon
advised that Mr. Brull's assessment was anticipated October 24,
2006; and at that time, the City Council would receive application
packets at their homes for proposed candidates.

Ms. Bacon requested Council direction regarding travel expenses
for the large number of out-of-state applicants and potentially
moving interviews up to November 16,2006 with a public forum
or social to be conducted that same day to minimize expenses;
inclusion of newly-appointed Councilmembers sitting in on the
November 16 interviews in an advisory capacity; interview times
and whether to conduct interviews by panel or individually;
amount of detail for and type of assessment testing tools, and how
many candidates to test; as well as details for the public forum or
social for citizens to meet final applicants.

Ms. Bacon reviewed past practice for scheduling interviews;
types of testing (i.e., written and oral exams; internal and external
panel conducting testing); and considerations for in-state and out-
of-state candidate practicalities.

Update
City Manager
Hiring Process
