<br />City Council Regular Meeting - 10/23/06 <br />Minutes - Page 16 <br /> <br />Testing/Assessment <br />Discussion included what level of testing (psychological, <br />background, written and/or in-basket); number of candidates to <br />test (5 or 3); and costs between $500 and $2,500 depending on <br />level of testing to be performed and whether the testing would be <br />done by internal or external parties. <br /> <br />Councilmember Pust opined the need for professional testing, <br />whether internal or external, and supported corporate leadership <br />assessment, rather than psychological assessments (i.e., conflict <br />avoidance; organization skills; delegation philosophy; and <br />communication styles). <br /> <br />Mayor Klausing concurred with Councilmember Pust's <br />comments; however, opined that he found the psychological <br />assessment to be another helpful tool to obtain additional <br />information. <br /> <br />Councilmember Kough sought clarification as to who would be <br />performing the interviews; with fellow Councilmembers advising <br />that the City Council would perform final interviews after the <br />field had been narrowed further. <br /> <br />Councilmember Ihlan expressed concern that the selection of the <br />external review panel had not had any public input or discussion <br />in public forum as to how the selection was made and Council <br />rationale for their selections. Councilmember Ihlan further <br />opined the need to take formal action approving the internal and <br />external panel members at a minimum. <br /> <br />Councilmember Ihlan reiterated her OpInIOn from previous <br />meetings for the candidate pool and finalist selection to follow the <br />November election, rather than precede it; questioning the "fast <br />track" hiring process without benefit of newly elected officials' <br />opinions; and, for the record, expressed her opposition to the <br />proposed schedule. <br /> <br />Mayor Klausing concurred with Councilmember Ihlan' s <br />preference for formal approval of the interview panel; and noted <br />that municipal candidates and the newly-elected Councilmembers <br />would be invited to participate in the process before and after <br />
