<br />City Council Regular Meeting - 10/23/06 <br />Minutes - Page 18 <br /> <br />Mayor Klausing noted that the City Council would have an <br />opportunity to review that data prior to their November meeting. <br /> <br />Ms. Bacon noted that she had contacted several testing firms on a <br />preliminary basis to get costs and timelines from them; however, <br />she noted that she had not received all of the requested <br />information at this time. <br /> <br />City Attorney Anderson noted that Ms. Bacon had been <br />authorized by and delegated to act on behalf of the City Council <br />to pursue the application process to-date and had kept the City <br />Council up-to-date via e-mail. However,Mr. Anderson cautioned <br />that Ms. Bacon was now requesting the City Council make a final <br />decision on testing and methodology, as well as the number of <br />candidates to be tested, and that would require action of the City <br />Council at an open meeting, not via serial e-mail. <br /> <br />Mayor Klausing suggested performing leadership testing on any <br />out-of-state candidates making the finalist list, even if they are <br />eventually eliminated from the final three candidates; and testing <br />for in-state candidates can be performed later. <br /> <br />Ms. Bacon concurred with Mayor Klausing's suggestion, noting <br />that was the process used at the last hiring for the City Manager <br />position, with all finalists being tested. Ms. Bacon further noted <br />that most communities were following Councilmember Pust's <br />suggestion for management leadership testing, rather than the <br />more intrusive psychological testing. Ms. Bacon advised that the <br />City's Police Department could perform criminal background <br />testing; and there were several companies in the metropolitan area <br />that could perform financial background investigations. <br /> <br />Discussion ensued regarding proposed activities for October 31 <br />(Special Council meeting for the City Council to meet with Mr. <br />Brull of POI to review their selection of the top eight proposed <br />candidates to achieve Council consensus for the final five <br />candidates to interview). Further discussion included the <br />proposed activities for November 16, which would include <br />Council interviews and an open forum or reception for citizens to <br />meet and interact with the candidate pool. <br />
