City Council Regular Meeting - 10/23/06 Minutes - Page 23 implementation and success of the wellness plan; potential cooperative ventures of surrounding cities and impacts of user history; higher deductibles and rewards through City contributions to Health Reserve Accounts; and negotiations with staff and Medica to reduce premium increases from 29% to 15.1%, with the overall cost to the City down to a 9.5% increase from 2006 to 2007. Ms. Bacon advised Councilmember of ongoing attempts of the City Employee Benefits Committee, including Union representatives, to minimize costs and increases to the City and staff, and increasing the risks to the employee by increased deductibles and co-pays to encourage individual healthcare management. Ms. Bacon briefly reviewed each benefit, City contribution history and philosophy, and financial impacts to the City, and sought Council approval of the insurance program and fund allocation for the respective contracts as outlined in the Request for Council Action dated October 23, 2006; pending review and approval by the City Attorney. Pust moved, Ihlan seconded, approval of the insurance program and fund allocation as outlined in the staff report dated October 23, 2006, for City employee respective contracts; subject to review and approval by the City Attorney. Wetland Setback Variance Appeal for 527 Owasso Hills Drive Wetland Setback Associate City Planner Bryan Lloyd reviewed the appeal of the Variance Appeal recent Variance Board decision denying the Variance request by 527 Owasso Hills Thomas McDaniel for a Variance to City Code 1016 (Wetland) to Drive allow a principal structure encroachment into the requirement setback from the wetland at 527 Owasso Hills Drive (PF 3787).
